Status of the GSP Periodic Evaluation

The Board approved the 2025 Periodic Evaluation (PE) of the Groundwater Sustainability Plan (GSP) on December 12, 2024. The PE was submitted to the California Department of Water Resources (DWR) in January 2025. The PE is under review by DWR.

Periodic Evaluation Requirement

SGMA requires a full evaluation of a GSP to be completed no longer than every 5 years following adoption of the Basin GSP. This is referred to as a Periodic Evaluation (PE). The Periodic Evaluation is intended to be a thorough assessment of how a GSP is performing and whether modifications and an amendment to a GSP is needed. In October 2023, DWR released guidance: A Guide to Annual Reports, Periodic Evaluations, & Plan Amendments. MGA used the DWR guidance to prepare its PE.

Process for the Mid-County Basin

Work on the PE of the Mid-County Basin GSP began in July 2023. In December 2023 and March 2024, the Board received updates and the public had opportunities for comment. In March 2024, the Board determined that there was no compelling new information that necessitated amending the 2020 Basin GSP and directed the continued preparation of the PE for submission to DWR by the January 2025 deadline. The Board received public comments and provided comments on the Draft PE at its meeting on September 19, 2024 and approved the PE at its meeting on December 12, 2025.
